- Small area Income and Poverty Estimates Estimates for states, counties, and school districts. 1990 Census and more recent estimates. Note from Census Bureau: Does SAIPE produce estimates for small jurisdictions such as towns or cities? No. Administrative data used to produce county estimates are not uniformly available for geographic units smaller than counties. SAIPE produces estimates for states and counties using this administrative data, and for school districts using a technique called synthetic estimation. We have no plans to produce estimates for other geographic areas.
